In Surah Tauba, Allah Himself has ordained to distribute Zakat proceeds on eight items:

ü the poor;

ü the paupers;

ü the collectors of Zakat;

ü those new Muslims whose hearts are to be reconciled;

ü the slaves;

ü the insolvent debtors;

ü in Jiha;

ü and for the travelers.

Surah Tauba, V. No. 60

The non-Muslims have also been ordered to pay to the Islamic government:

o   Kharaj;

o   Jizya

o   and Oshoor

on their merchandise.
