Al-Maqrizi analysed:

§  budget;

§  budget preparation.

Budget preparation included:

·       the collection of necessary background data;

·       and discussion on other budget matters

which pertain to the functions of diwan (council).

He also discussed the issues related to its:

o   implementation;

o   supervision;

o   and control

by the institutions like:

§  Diwan al-Muhasabah

§  and diwan for investigation.
